You can still bypass the network requirement in OOBE by setting the BypassNRO DWORD yourself. Open regedit, create the DWORD under HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE, set it to 1 and reboot. Only the noscript is gone.
