Wuhan, capital of the Hubei province of the People's Republic of China.
The document indicates that the National Government must guarantee free vaccination and
mandatory for the entire Panamanian population.
Surely the project would die in its cradle, when confronted with article 6 of the Convention on Bioethics and Human Rights that says:
Article 6 - Consent
1. Any preventive, diagnostic and therapeutic medical intervention must only be carried out with the prior free and informed consent of the person concerned, based on adequate information . Where appropriate, consent should be express and the interested person may revoke it at any time and for any reason, without this entailing any disadvantage or harm to them.
