Technically, the House CAN make motions, propose resolutions, move to table items & call for roll call votes without a Speaker.

Looks like they could override the authority & rules put in place for Speaker by simply voting to start functioning without one.

It also appears that many members of the House Freedom Caucus had meetings with House Parliamentarian Jason Smith to get familiar with their options in this situation.
