Horse Patrol Unit BP Agents requested assistance. A Tx DPS Sgt. says help never came.

Not only were HPU Agents not trained in crowd control. The quarterly training was canceled to process the influx of migrants prior to the surge in Del Rio.

The agents report being told to “shut it down” at the boat ramp. They say they believed it meant preventing migrants from continuing to cross into the U.S.

They state they didn’t get guidance on how to mitigate the situation as thousands of Haitian migrants surged into Del Rio.

Chris Magnus said in a news conference that “twirling the reins” was not taught to the Horse Patrol Unit as a tactic, however in the report, multiple agents specifically say they learned to control their horse by twirling the split reins in training & in field operations.
