Germany submits that all Western countries share the opinion that Ukraine can attack Russia with Western weapons in order to repel Russia's attack in the Kharkov region.
Dmitry Medvedev, the current deputy chairman of the Russian security council, said in response that the conflict is deteriorating into its worst scenario and that no one can guarantee that Russia will not use nuclear weapons.
