Among the set of bilateral agreements between the US and Ukraine is the establishment of the Science and Technology Center in Ukraine (STCU) – an International organization funded mainly by the US government which has been accorded diplomatic status. The US personnel in Ukraine work on viruses at BSL's under diplomatic cover and have diplomatic immunity.
Ukraine has no control over the military bio-laboratories on its own territory. According to the 2005 Agreement between the US DoD and the Ministry of Health of Ukraine the Ukrainian government is prohibited from public disclosure of sensitive information about the US program and Ukraine is obliged to transfer to the US Department of Defense (DoD) dangerous pathogens for biological research.

The Pentagon has been granted access to certain state secrets of Ukraine in connection with the projects under their agreement.
In Ukraine and Georgia, the US Pentagon has a $2.5 billion Defense Threat Reduction Agency (DTRA) Biological engagement program which includes research on bio agents, deadly viruses and antibiotic-resistant bacteria being studied on the local population. The Ukrainian military have voluntary participated in these experiments set up by the US.

The document concerns the final stage of work on the launch of two biological laboratories - in Kyiv and Odessa. It deals with equipment, staff training and commissioning of facilities. A number of figures in the document are hidden for reasons of secrecy. It also reports more than 90% readiness of laboratories and a seven-month delay in completing the project from the date of signing the document (July 2021) to the end of February 2022. Russia and Ukraine conflict throttled exports from one of the world’s largest grain suppliers after Ukraine's ports in the Black Sea halted operations. Shipping in the Azov Sea—an extension of the Black Sea to the east of Crimea has drastically reduced. The plan was to get Russian banks and companies to open accounts with a few state-run banks in India for trade settlement. "Under sanctions we would not be able to settle the transaction in dollars and so an arrangement has been proposed to set up a rupee account, which is being considered." Gold Reserves in Russia increased to 2298.53 Tonnes in the third quarter of 2021 from 2292.31 Tonnes in the second quarter of 2021. Russia’s National Wealth Fund reserves, the fourth-largest in the world, are calculated to include all highly liquid assets at the disposal of the Central Bank and the Russian government. Chicago wheat jumped almost 9% on Monday, the market's biggest single-day rally in 10 years. Corn gained more than 3% while soybeans rose 2.4%. Ammonia fertilizer prices trading higher due to sanctions on Russia. European natural gas futures jumped as much as 36% today. Russia is a major global supplier of farm fertilizers and is the source of about a third of Europe’s natural gas. Europe now faces ammonia production decreases (natural gas is feedstock for ammonia production) and their ammonia producers are unable to compete with countries that are ammonia exporters. Russia in late 2021 imposed a 2-month export moratorium on ammonium nitrate resulting in constraints felt now. In the US, farmers are facing fertilizer price quotes 3x-6x higher than 2020.

Chicago wheat futures see 13 1/2-year highs in trading due to western sanctions on Russia and disruption of grain exports out of the Black Sea region. Every wheat contract sold in different regions of the world are up. Russia and Ukraine account for 30 per cent of the global wheat trade (207 million tonnes). CBOT's most-active wheat contract (W_1:COM) +5.3% to $9.05 per bushel after surging as much as 8% to $9.34. Corn gained more than 3%, while soybeans rose 2.5%. In Europe, EuroNext Milling wheat is now at 316.50 euros per ton up 26.5% today.
