The Islamic State in Central Africa Province (ISCAP) claimed responsibility for an IED attack against the Ugandan police in the capital of Kampala yesterday, but I literally cannot find any evidence of this taking place. No photos, no statements from police, nothing. If this is true it would be the first attack by the group in the country, underscoring the expansion of their operations. Ugandans on Twitter have been reacting pretty harshly to posts about it saying it never happened, so I’m really not sure what to think.
I personally don’t believe she hit another surface vessel. Since the Navy says the sub was submerged at the time of the collision, a surface vessel collision would would likely cause damage to the conning tower. If she were on the surface with cone damage I’d say surface vessel. If she hit a foreign sub, I think that the Navy wouldn’t have said anything or the country’s vessel they hit would throw a fit. So from all this I’d say it was probably an underwater grounding or allision.
If the sub hit a Chinese vessel Beijing would be blowing this up, especially with with the tensions over the SCS and Taiwan

Their early work was a little too new wave for my taste. But when Quds force came out in '88, I think they really came into their own, commercially and artistically. The whole terrorism thing has a clear, crisp sound, and a new sheen of consummate professionalism that really gives the work a big boost. They have been compared to the CIA, but I think the IRGC has a far more bitter, cynical sense of humor.
