The Community Note says it, & is correct: the Biden’s dementia is so bad he is AWOL & Cabinet Members have totally usurped illegally the powers of the Presidency in an internal power struggle. It isnt even the Secretary who has authority over the DoD- to say nothing of these orders only legally originating from the CINC. These powers of the presidency CANNOT LEGALLY BE DELEGATED to CABINET MEMBERS.
