We have just finished a briefing from those in the intel system. This past evening, Nemesio “El Mencho” Oseguera Cervantes died in an attack that was believed to be assisted by the United States. He was the "so-called Kingpin" of the Jalisco New Generation Cartel. Earlier this morning, buses and trucks began to block roads coming into and out of three major cities in the Jalisco area. Two cities are reporting widespread attacks by the Cartel. This does include Puerto Vallarta and most of the Mexican "Riviera," where many cruise ships have come in. As well, many Americans live in this area. Many from the great state of Texas. The new advisory we are told that will be out in the next hour is asking Americans NOT TO TRAVEL to Mexico at this time. Many, including those at the airports, are trapped as the Cartel is attempting to garner American citizens. Water, sewer, electricity, and internet grids are reporting outages, which are growing by the hour. As well, there is contemplation of shutting down the border between Mexico and the US for any commerce.

Embassy staff is on full alert at this time and has been recalled to their stations in all parts of Mexico. If you have a home, please shelter in place and activate your Starlink system. If you do not have Starlink, we have been advised to tell you that if you can make it to the Embassy and you have a safety plan, activate it now.

The Cartel is using buses and other road-blocking items to keep the army out of the area, as well as rescue teams that are trying to evacuate American citizens.

For those of you who use our firm for your safety and security planning, please activate your safety plan now. This is not a drill. This is real time.

For those of you with loved ones in Mexico, especially in these areas marked by the attached Maps. Aero Mexico is diverting plans around the world to land outside of Mexico.

We are told that decisions for all flights going into Mexico will be made by carriers. However, once they go in, there will be no exit for extended periods of time.

"Walk-in's" are not advised to enter Mexico.

To our clients, leave all belongings at your residence and at your hotels. Follow the embassy's instructions. Do not be out in the hallways or on the streets. Stay inside.

Update #7: Good evening. This is the update on events through 20:30 hours, CST.

First, we want you to know that we are doing evac work in Mexico as this is being written. We want you to read our words slowly, carefully, and know that there are many dedicated men and women who are working right now to move, evacuate, and bring back to the US as fast as possible. And second, we are giving you this information under National Security guidelines, so as not to garner the locations of Americans, and give those Americans who are registered with their embassies safe passage.

We are going to bullet point the information. If you have an opinion or want to debate anything, please do so on your own page. We do not have time to keep up with your comments, nor do we have any reason to debate you. Our information is from our DOS and other government agencies with which we work and train.

1) A shelter in place WARNING is still in effect. We urge you NOT to venture out of your hotel, homes, or apartments whatsoever. As night has now fallen, there is no reason to venture out.

2) If you have preregistered with the DOS, and you are in that preregistered location, stay there. Do not move. Stay in place.

3) No matter what you read, do not listen to those who are encouraging you to go to work, go to the beach, bar, or restaurants. The Cartels are using that as bait to get people to come outside. It could be, and most likely is a setup.

4) If you have made arrangements to fly out, we are told that the Mexican Air Force is attempting to stabilize the airports and the airspace. It is still fluid; however, they are concerned that they are outgunned by the Cartels, and surface-to-air missiles have been used today. This is NOT exaggerated, and airships as well as airplanes at six different airports have been compromised. Only follow CERTIFIED US GOVERNMENT AGENTS and MARINES. Listen to what they say. DO NOT bring bags, suitcases, or other large items. Just clothing for two days, and toiletries.

5)The Mexican National Guard and SEDENA troops are fighting some battles with three different Cartels in the affected areas. They ARE: Jalisco State (including Puerto Vallarta, Chapala, and Guadalajara), Tamaulipas State (including Reynosa and other municipalities), areas of Michoacan State, Guerrero State, and Nuevo Leon State. We have been told in the last two hours that the areas around each of these areas have expanded, and ground attacks continue post Sundown. DO NOT BE DRAWN OUTSIDE.

6) Here is the report to both the media and PSB operators in the area regarding the Cartels: Former U.S. officials have described CJNG as operating more like a paramilitary organization than a traditional trafficking ring, using coordinated roadblocks, armed convoys, and structured enforcement wings to assert control in contested regions.

In prior reporting, former Drug Enforcement Administration officials said the group commanded large numbers of gunmen and organized itself in a way that allowed it to deploy force quickly and visibly.

7) We have been advised that all cruise ship visits are now suspended.

8) Mass events: Suspended for the remainder of Sunday, statewide.
Public transit: Temporarily suspended in affected zones.
Neighboring states also affected: Aguascalientes, Colima, Guanajuato, Nayarit, Michoacán, and Zacatecas all reported security incidents. Again, NO AREA IN MEXICO IS SAFE AS THE CARTELS HAVE BEGUN TO FIGHT FOR TERRITORY.

9) Starlink is now running at about 90%. If you have Starlink, you have this, and only this, for communications to the US.

10) Again, according to the Mexican Army, they are outgunned and outorganized. They have asked for regional and country help. We believe that anyone who attempts to escape on their own risks their lives at the time.

11) WE WANT YOU TO KNOW THIS IS A LIFE OR DEATH SITUATION. IF YOU FEEL SAFE WHERE YOU ARE, IT IS A FALSE SENSE OF SAFETY. DO WHATEVER YOU CAN DO TO GET OUT OF MEXICO. THERE WILL BE A TIME OF REBUILDING AND RENEWAL, BUT THAT IS NOT NOW.

We will keep all of you who follow this page up to date as we get it and verify it. Pray for our friends south of the border. DO NOT CROSS THE BORDER as operators are attempting to save lives, evacuate people safely, and most of all, try to calm things into a manageable way of life. DO NOT THINK WEDDINGS ARE GOING TO HAPPEN. It is just a target shoot if any events end up on the beach, in venues, on hills, or anywhere in the Mexican State right now.

PUERTO VALLARTA, Mexico— Project DYNAMO, a U.S.-based international rescue organization, has opened evacuation requests on their website and is preparing to conduct rescue operations amid the developing situation in Puerto Vallarta, Mexico. Currently, Project DYNAMO is in ongoing communication with the U.S. Embassy in Mexico and relevant partners to maintain real-time situational awareness while making preparations for the operation.

As the situation is developing, Project DYNAMO is preparing safe evacuation routes for American citizens and allied foreign nationals.

At this time, based on available information and in line with guidance from our contacts at the U.S. Embassy in Mexico, the safest course of action is to shelter in place.

Immediate safety recommendations:

Former Prince, Andrew Mountbatten-Windsor had 6 cars of police show up on his 66th birthday to arrest him, a transgender shot and killed some of his family members at an ice rink in Rhode island and a 21year old was shot and killed at Trumps Mar-a-lago for breaching the security perimeter with a gas can and shotgun.

Negotiations are still ongoing for peace in Ukraine and a deal with Iran, as the U.S. continues it huge build up of military around Iran with Trump saying that we will know in the next ten days what will happen. Trumps tariffs were deemed illegal by the Supreme court and the Board of Peace had its inaugural meeting laying out frameworks for Gaza's future. European countries continued their push to ban social media for teenagers, while the U.S. announced a new freedom portal, and Meta’s former chief AI scientist said that future AI innovation and top scientists will come from India and Africa due to their younger population in comparison to Western countries. South Korea's former President was sentenced to life and Mexico's top cartel leader lost his life, killed in an operation by the Mexican army, with some U.S. help on intelligence, leading to clashes across Mexico and the issuing of shelter in place warnings.

Mexico: Yesterday afternoon Mexican forces conducted a raid in the town of Tapalpa, Jalisco, with the objective of capturing Nemesio Rubén Oseguera Cervantes (Alias: "El Mencho"), the leader of the CJNG Cartel. During the operation, El Mencho was killed, which triggered heavy fighting between the Mexican government and the CJNG cartel throughout the afternoon.

So far, most of the heavy fighting has been observed in Guadalajara and Puerto Vallarta, two cities which have historically served as CJNG strongholds.

Immediately after Mencho's death, CJNG forces declared a general mobilization throughout Jalisco, which encompasses most of their territory. Most of the fighting throughout the afternoon took the form of knee-jerk, rapid response elements engaging Mexican authorities with small arms and crew served weapons, mostly via skirmishes in the street in various small towns scattered throughout the district. Violence is not confined to just Jalisco, burning vehicles were observed in the town of Reynosa, just across the border from McAllen, Texas.

Throughout the evening, a more organized and substantial deployment was undertaken, with heavier weapons and armored vehicles being deployed to engage government forces throughout the region. In the town of Puerto Vallarta, combat actions were reported throughout the afternoon with CJNG briefly holding the city for some time. Within a few hours, Government forces rolled in hard with air support, pushing CJNG out of the city (or at least, out of fighting positions on the street) by nightfall.

Throughout the countryside, many roads are impassable due to cartel forces digging anti-tank ditches across the roadway, emplacing roadblocks, and otherwise digging in for what they perceive to be a draw-out fight.

Analyst Comments: Throughout much of Mexico, the situation can be described as a state of pandemonium and chaos. There's no way to determine front lines or Centers of Gravity at the moment, as all of the violence observed throughout the afternoon is representative of whatever combat power local CJNG cells had at their safehouses. El Mencho was the patriarch of the CJNG, and more of a grandfather figurehead of the cartel family than an operational leader. As one might expect, killing a sicario's grandfather in such a manner has dialed the violence up to eleven.

As soon as word got out that El Mencho was dead, everyone grabbed their rifles and started shooting at whatever Mexican authorities were in their area. The next few days will probably see even more organized violence as cartel leadership organizes more significantly for combat actions in the long term. Since the CJNG cartel has been allied with the Gulf Cartel for some time, violence has continued right up to the US border.

Due to the rapid breakout of war throughout the region, most entities were not expecting small arms engagements on a peaceful Sunday afternoon. Cities known for heavy tourism industry are directly in the center of much of the fighting, with off-season tourists being caught in the middle of the conflict. As a reminder, Guadalajara is scheduled to host the 2026 FIFA World Cup this summer, and right now many high-level soccer matches have brought scores of tourists and sports fans to the exact district that is now host to heavy fighting.

Guests at the many tourist resorts scattered throughout the region suddenly found their afternoon cocktail hour interrupted by gunfire and shrapnel, and throughout the evening most civilians throughout the region spent many hours sheltering in place, or fleeing the area if they could. The US State Department has issued shelter-in-place orders for the following areas: Puerto Vallarta, Chapala, Guadalajara, Tijuana, Tecate, Ensenada, Cancun, Cozumel, Playa del Carmen, and Tulum.

Concerning evacuations, the Guadalajara Airport has been closed until further notice, while the conflict continues on the ground in the vicinity of the airport. Most Embassies have urged their citizens in Central Mexico to shelter in place, until the fighting subsides and more information becomes available. Travel by road anywhere in Mexico is subject to being caught up in checkpoints and random roadblocks, either by government forces or the Cartels themselves. More information is expected throughout the day as the sunrise affords the opportunity for battle damage assessment, for the engagements that took place overnight.
