It suggests to me that US Army NETCOM, or major cyber warfare components of the US Intelligence Community were doing the collecting, & the data is sourced to someone in one of these units i listed- and that the data was intentionally ignored by the community & the Pentagon, and that honest whistleblowers who are not willing to ignore it are leaking the data.

And these people are one of the primary reasons the Biden admin worked so quickly to re-instate the #spygate conspirators back at the Dept of Justice & to re-start & dramatically expand #spygate as the first order of business for the administration.
