If we assume TLS was enabled, then Mike Lindell would only be able to get intelligible PCAPs if the person logging the packets was either the sender, receiver, or cracked the encryption of the packets.
If Mike’s team was able to crack TLS then we will have a major problem for anybody who uses the internet.
There are man-in-the-middle techniques which could grab packets thought to be end-to-end encrypted but very few groups are in position to do so. (see: nsa, cloudflare, etc).

Attorney Alexander Kolodin Weighs in on AZ Audit Subpoena Enforcement Options | Alex Kolodin Interview
Alexander Kolodin, amicus attorney in the the Senate case against the Maricopa County Supervisors, spoke with Gail Golec about the best course of action for Senate subpoena enforcement.
Kolodin recommends the Senate file a fresh subpoena enforcement action for the withheld items with the Arizona Supreme Court. He noted that there is “plenty of case law out there that legislative subpoenas are enforceable by the judiciary.” Kolodin points out that the AZ Supreme Court is “fairly conservative and likely to have a favorable view of legislative supremacy.”
The Senate could direct the Sergeant at Arms to fulfill a Senate-issued warrant, Kolodin acknowledges. However, the Supervisors would likely bar the MCTEC doors and it would end up in court, which is why Kolodin suggests skipping that step and going directly to judicial subpoena enforcement.
Another option would be to go through the Arizona Attorney General. The AG’s office can be forced to investigate an allegation if a member of the AZ State Legislature makes a report that includes allegations of illegal conduct by a county.
Toward the end of the conversation, Kolodin also discusses the path for retroactive action with respect to the election. While the state legislature can and should hold a decertification vote, it will be up to the courts or Congress to actually reverse the election, according to Kolodin.
