Garcia wrote in an email on Oct. 2 that she had been in contact with the White House and the Dept of Education regarding school board meetings. Her appointment to the National Assessment Governing Board began on Oct. 1
It's a key position in the education bureaucracy. The Governing Board determines what questions are asked on assessment tests (the "Nation's Report Card") that determine federal education policy.
