It can be understood like this: when someone buys a company (or house, or other asset), the "seller" or the "current occupant" cannot do (or more the point, be caught doing) things that diminish the value of the purchased asset after the transaction is signed.

In the case of Twitter, that would be limiting the influx of a large number of new or re-activated (revenue-generating) accounts or throttling their engagement.

All the smart people at Twitter (it remains to be seen what proportion of people working there fall into that category) know they are liable if they "damage the value of the asset" at this point. That includes making *any* changes to the "source code" that aren't transparently communicated to the purchaser.
