Lexington, Minnesota Mayor Mike Murphy says his city can’t afford its own water treatment facility because rampant fraud, waste, and abuse have drained public funds, leaving small communities behind. Murphy explained that a $10 million water plant is nearly impossible to fund for a city of just 4,000 people, forcing residents to buy water from neighboring communities, while billions are lost elsewhere.
