Here are a few tips on how to get better performance on Telegram, when watching/downloading videos/media:

If slow to download media, it might be your wifi connection and also go into your settings on Telegram and go to storage. Clear cache on both storage and local storage regularly. Might help with download speed. Switch home wifi carrier to a better one with more speed if you can. Do an online internet speed test first. Search for one in your browser. Check what your speed is first. You want over 50 mbps minimum and not higher than 10-15 ping.

Also regularly clear your browser cookies and cache as well as your apps at least once a day by closing all tabs & apps and switching to airplane mode and switching back. Set your internet browsers to clear cookies and cache upon closing. No browsing history should be saved. Go through your apps regularly and clear cookies and cache if available.
Don't have any tabs open in the background or any apps playing in the background. Go to your permission settings and into the settings of each app and remove nearly all permissions. You can manually change permissions when necessary but do it temporarily, like when updating etc.
Test your puter, tablet or phones diagnostics regularly to put to sleep all apps currently running in the background.
Keep apps updated. Clear all bloater apps and do not update if you can't delete/uninstall them & force quit them (especially problematic for Android phones). Set settings on manual updates only and do not allow auto-uploads for apps. Or you will continuously end up with bloater apps by G00gIe which is the system that operates Android phones.
