He was working to stop its construction. The HAARP machine is said to be the tool they use to control the weather. It also can work with the magnets in satellites to conjure big weather events. Another guy I met who said he worked there said it’s a machine they use for air wave interference. Either way it was constructed by HAARP in the 70’s when they were under orders to figure out weather control.
