Judging by this UK Office For National Statistics produced graph, when White people commit homicide, only something like 2% of their victims are Black. When Black people commit homicide however it appears that about 35% of their victims are White.

If you see the graph, the EU and US together make up near China's total amount yet China's peak will be double at peak in 2030 so effectively the US and EU cutting carbon will mean nothing for the overall atmospheric carbon
