I have been searching for this for awhile, and Thanks to Sovereign Rusty on ICONS , he found it. This is a SUPREME COURT RULING FROM 1866. Note SUPREME COURT RULINGS TAKE PRECEDENT OVER ALL THE COURTS if it hasn't' been overturn by the SUPREME Court as "unconstitutional" SECTION 98 explains it in common language...This could be used to STOP ALL THE BS about not allowing us to travel, to work, etc, because of some emergency that has lasted almost 2 years for a fake disease. They hate America because "WE THE PEOPLE ARE THE KINGS AND QUEENS(WITH GUNS) that they must bow down too...Love it!!!!!!
