Putin,s speech was a historical speech and in it he laid bare his intentions.
He has just effectively declared his intention of restoring the USSR to its former glory and is prepared to go to war with the US, the EU, and NATO over it.
He has put a lot of effort into undermining NATO these past few years but it hasn't worked. He wants to restore the USSR and has made no secret of that over the years - he has just officially declared it. That would only be achievable through war with NATO.

"We expect the country's financial system to continue to focus inwards as part of the "Fortress Russia" strategy and advance digital and fintech sovereignty."
It was reported that as of early February, Russia possesses nearly $635 billion in gold and forex reserves.
