To even be discussing the possibility of the legitimate authority, nevermind existence, of any government agency created through Executive Order is significant. Powers not delegated to these agencies by the people now is on the line as having no enforceable authority.

If such agencies are effectively nullified (or castrated for all practical, legal purposes), then this doesn’t effect just the EPA. This will impact all federal agencies created through executive order (EO) including, but not limited to IRS, FDA, CDC, FBI...all of it.
