The review, external said Foden was a "prolific sex offender who harmed many children".
A total of 52 concerns about safeguarding and other issues were found to have been raised and not acted on by Cyngor Gwynedd council and other agencies as early as 2018, continuing until his arrest in 2023.

Axel Rudakubana’s brother feared he would kill a family member two years before the Southport attack, an inquiry has heard.
Dion Rudakubana, who is two years older than his brother, said Axel has a "short temper" and was prone to "violent outbursts".
The public inquiry into the Southport attack heard by the time he left for university in 2022, Dion feared his brother would kill a family member.
In messages sent to a friend when he returned to the family home for Christmas, Dion said: "My brother doesn't show mercy, my dad just has to try not to die... We hide knives to mitigate that factor."
"I remember being scared somebody was going to die… my dad," he says.

It's easy to mock this guy, laugh at him, say it's always Gingers etc.
However why are we not asking why, as a society, young men are making life choices like this?
Same as anyone who chooses to go against our natural order with how they live.
Something has gone badly wrong.

Europeans wholeheartedly embraced Christianity and made it their own.
Whether right or wrong this is what happened.
Islam not so.
It was always introduced through conquest in Europe.

A Metropolitan Police officer who expressed a sexual interest in new-born babies and attempted to groom a “schoolgirl” has been spared a prison sentence.
PC Grant Long, 34, was snared by an undercover officer posing as a paedophile offering his 10-year-old stepdaughter for sex.
Long told “Jason” he preferred children aged over five, but had “enjoyed from new-born previously”, a gross misconduct hearing heard.
He was arrested while on duty in January and his phone seized.
Detectives found incriminating emails and texts between both men.
No picture of the PC has been released.

There is a reason why Zach Polanski and Zohran Mamdani are pushed so heavily.
They aren't going to achieve a single one of their promises.
'International Capital' doesn't fear these types, they actively promote them.

It's quite funy watching all the bog standard 'right wing' commentators who say 'how can they vote Mamdani, look at Sadiq Khan etc'.
This is really simple.
New York is now a minority majority city.
People will vote for those that look and sound like them.
Not complicated.

Possibly an unpopular take but the right one.
People talk about Mamdani now and say well New Yorkers used to vote for Giuliani, Cuomo etc.
Yet these guys were not the traditional Anglo/Dutch/German leaders that used to win.
If you look at what was done in the 70's, 80's and early 90's the films were also anti-White yet they would use darker skinned Italians.
Take Karate Kid for example, it doesn't get more blatant than this.
The wise talking Italian kid from New York taking on and defeating the blonde haired blue eyed boys and taking their women.
This was as far as THEY could take it back then whereas now they can just be explicitly anti-White.
Another deeply subversive series of movies was Caddyshack, destroying and infiltrating WASP culture.
Police Academy series as well.
This isn't being anti-Mediterranean people it's just a simple fact they were used by a certain lobby group to soften people up.
Happy to be proven wrong on this.

A driver has rammed his car into pedestrians and cyclists on the Ile d'Oléron, off the west coast of France, leaving 10 people hurt including several in a critical condition.
A local man in his mid-30s had deliberately driven into people and he was arrested after being immobilised with a stun gun, authorities said.
The man drove some distance between two villages on the island, mowing down several people including a young girl, the mayor of Dolus d'Oléron Thibault Brechkoff said.
He eventually abandoned his vehicle and tried to set fire to it before running away, Brechkoff said.

Brighter headlights are more likely to cause glare for drivers of oncoming vehicles, according to research, conducted by consultancy TRL, suggesting that vehicle lighting is a "genuine issue".
An RAC survey of 1,850 UK drivers, which suggested that 33% are driving less at night or have stopped completely because the headlights of other vehicles are too bright. An additional 22% of respondents said the issue means they would like to reduce their night driving but have no choice but to continue.
A spokesperson for the Department for Transport said: "We know headlight glare is frustrating for many drivers, especially as the evenings get darker. That's why we commissioned this independent research to better understand the causes and impact of glare."
"Alongside this, DVSA (Driver and Vehicle Standards Agency) is stepping up surveillance to intercept the sale of illegal retrofit headlamp bulbs for on-road use and anyone caught could face a fine of up to £2,500."
