Brighter headlights are more likely to cause glare for drivers of oncoming vehicles, according to research, conducted by consultancy TRL, suggesting that vehicle lighting is a "genuine issue".
An RAC survey of 1,850 UK drivers, which suggested that 33% are driving less at night or have stopped completely because the headlights of other vehicles are too bright. An additional 22% of respondents said the issue means they would like to reduce their night driving but have no choice but to continue.
A spokesperson for the Department for Transport said: "We know headlight glare is frustrating for many drivers, especially as the evenings get darker. That's why we commissioned this independent research to better understand the causes and impact of glare."
"Alongside this, DVSA (Driver and Vehicle Standards Agency) is stepping up surveillance to intercept the sale of illegal retrofit headlamp bulbs for on-road use and anyone caught could face a fine of up to £2,500."

Keir Starmer will be the latest figure to appear as a giant effigy at a town’s Bonfire Night celebrations – following in the footsteps of Donald Trump, Liz Truss and Oasis.
The 11-metre figure of the prime minister holding a burning torch and a digital ID card will be the main feature of the event in Edenbridge, Kent, on Saturday.
The effigy wears a "farmer harmer" badge, a hat, flip-flops and a frilly collar usually associated with Guy Fawkes - and is holding a clipboard with "suck up to Trump" written in big letters.
The Edenbridge Bonfire Society has been poking fun at celebrities and politicians through the effigies since 1994.

Missing prisoner named.
Police have launched an urgent manhunt after a migrant sex offender was mistakenly freed from scandal-hit HMP Wandsworth a week ago.
It's understood the missing prisoner is Brahim Kaddour-Cherif, who most recently appeared at Westminster Magistrates' Court in September on a charge of failing to comply with sex offender requirements.
The Algerian convict, 24, is understood to have been serving time for trespass with an intent to steal but has previously committed a sexual offence of indecent exposure.

Second prisoner released in error from HMP Wandsworth.
British national William Smith, who goes by Billy, was mistakenly freed from the scandal-hit prison on Monday while Algerian migrant sex offender Brahim Kaddour-Cherif has been at large since October 29.
Smith, 35, was accidently released from prison on the same day he was sentenced to nearly four months for multiple fraud offences at Croydon Crown Court.

Officers received reports of cars blocking off Winnats Pass, in Castleton, Derbyshire, just after 17:25 BST on 19 October.
London-born rapper Tion Wayne was filmed in front of a black Rolls-Royce Cullinan in a music video for his new single "Streets a Lie".
Police said they attended and the road was cleared, with Wayne saying he "locked off Peak District till the Feds came" on his TikTok account.
