Police and crime commissioner roles will be abolished, the policing minister has announced.
The 41 elected officials in England and Wales will continue until the end of the current term in 2028.
Their powers will be transferred to mayors "wherever possible", and council leaders will lead new policing and crime boards.
At least £100 million will be saved by the end of this parliament in 2029 through scrapping the roles - enough to fund about an extra 320 police constables a year, policing minister Sarah Jones said.
"The model has failed to live up to expectations," she told the House of Commons.

Three failed asylum seekers who arrived in the UK on small boats have appeared in court charged with gang raping a woman on Brighton beach.
Two Egyptians and an Iranian Kurdish man are accused of dragging the 33-year-old woman onto the stone beach before subjecting her to a horrific ordeal.
The three migrants appeared at Lewes Crown Court in East Sussex today where a trial date was set for next year.
Egyptians Karin Al-Danasurt, 20, and Ibrahim Alshafe, 25, were living in a Home Office-run migrant hotel in Sussex when the woman was attacked.
Alshafe is accused of attacking the woman the day after his asylum claim was rejected. Iranian Kurd Abdulla Ahmadi, 25, was living at an address in Crewe.

After the email was forwarded from Maxwell to Epstein, and then from Epstein to somebody listed as "The Duke" on 4 March 2011, Andrew appears to respond:
"What? I don’t know any of this. How are you responding?"
The chain shows that Epstein responds:
"Just got it two minutes ago. I've asked g (sic) lawyers to send a letter. Not sure… it's so salcisous (sic) and ridiculous, im (sic) not sure how to respond, the only person she didn't have sex with was Elvis."
Andrew then appears to reply to Epstein, saying:
"Please make sure that every statement or legal letter states clearly that I am NOT involved and that I knew and know NOTHING about any of these allegations.
"I can't take any more of this my end."
Andrew continues to face scrutiny over his friendship with Epstein but has always vigorously denied all the accusations against him.

Wylfa, on Anglesey, also known as Ynys Mon, has been chosen as the site for the UK's first small modular reactor nuclear power station, the UK government has confirmed.
Officials estimate the site in north Wales will support hundreds of full-time jobs, as well as 3,000 jobs in the local economy at the height of construction.

All the victims would want is for the world to recognise their suffering and "the full extent of this sexual conspiracy".
He believes it's important that the US government releases all the files it holds - in particular pictures and footage.

Drivers of electric vehicles (EVs) will have to pay congestion charges in central London early next year - a move described by the AA as a "backward" step.
From 2 January, the owners of electric cars will be charged £13.50 a day, while electric van and lorry drivers will pay £9.
