An immigrant was caught secretly filming two young children by their mother on a bus. He initially denied recording the children, but then he showed the mother his photo/video album on his mobile phone and she noticed her child’s jacket in one of his videos.

He then quickly deleted the video and apologised, but the mother of the two children, angry and concerned, shouted for the bus driver to stop the bus so he could be removed.

The government will consult on whether social media should be banned for under-16s in the UK.

It said "immediate action" would give Ofsted the power to check policies on phone use when it inspects schools, and it expected schools to be "phone-free by default" as a result of the announcement.

The government is considering making CCTV compulsory in early years settings after a paedophile nursery worker abused children in north London.

Vincent Chan, 45, had passed vetting checks and worked for nearly seven years at the Bright Horizons nursery, West Hampstead before admitting to the charges.

Previously, Bright Horizons said it was "shocked and appalled" by "this individual's horrific crimes" and commissioned an independent review of its procedures.
