The risk of a utility death spiral is real. And no nation can hope to pursue economic development or sustained growth without a functioning, globally competitive bulk power system.
Pakistan and many other economies have to walk the right balance: mass deployment of ultra cheap Chinese solar (i.e. dumping of Chinese overcapacity) versus financially sustainable bulk power system investment and expansion.
The stakes are immense for long term growth prospects.
