For Russian users who can't live without russian language. It is Chinese build and russian language won't be added in it!

It is Sakil's latest PE13 with some edits from my side.

Changelog:
• Permissive
• Encryption disabled (You can use OrangeFox)
• Edited Graphics/Rendering related props
• Enabled lowram prop. In theory it should make device faster but in reality I haven't faced any changes.
• Enabled Blur. It can be disabled in developer settings.
• Using DerpFest kernel (use qti kernels only)
• Added latest Monet Icons overlay
• Edited statusbar paddings

Bugs:
• If exist, then same as in Sakil's PE13
