The act of publication is not deemed to be the person actually publishing the item, let us say in Tahiti. The act of publication is deemed to be the reader opening the item on their device in Scotland.
But this opens a very interesting question with England and Wales. Plainly there is an enormous amount of online social interaction between Scots and people in England and Wales. The Scottish courts do not need to extradite people from England and Wales, the police just truss them up and deliver them. Russia Is Preparing for an All-out War With NATO to Happen Sooner Than Originally Believed: ISW
Russian President Vladimir Putin's focus on reviving the Russian economy isn't just about funding the country's war on Ukraine, the Institute for the Study of War says.
"Several Russian financial, economic, and military indicators suggest that Russia is preparing for a large-scale conventional conflict with NATO, not imminently but likely on a shorter timeline than what some Western analysts have initially posited," the ISW wrote in a report on Wednesday.
The think tank cited a meeting Putin held with the Russian Duma on Tuesday, just days after the Russian leader claimed a landslide victory in his fifth presidential election on Sunday.
...This isn't the first time analysts have said a war between Russia and NATO could be imminent.
Estonia's foreign-intelligence service said in a report last month that Russia was preparing for a "confrontation with the West."
"Russia has chosen a path which is a long-term confrontation," the agency's chief, Kaupo Rosin, told journalists at the report's launch, according to Reuters. "The Kremlin is probably anticipating a possible conflict with NATO within the next decade or so."

A total of 52,182 operations related to heart problems were carried out in the German capital last year. It is worrying that from 2020 to 2023, the numbers skyrocketed, especially among children and young adults.
In 2020, for example, there were still 82 assignments for 1 to 10-year-olds. in 2023 there were 232. An increase of 182.93 percent!
For 11- to 20-year-olds, the numbers increased by 57.02 percent: from 784 (2020) to 1231 alerts (2023).
The accumulation of cases among 21- to 30-year-olds is also worrying: in 2020 there were 2349 fire brigade missions, in 2023 already 3816 – 62.45 percent more.
A politician blamed the drugs- and clubbing scene (as 1-to 10-year olds are wont to do!]; An expert consulted by he newspaper believed an increase in bullying in schools might be the cause.

In the case of Black celebrities, this means to play the role of the victim, regardless of how many millions you have, and claim that everything and everyone is “racist.” There’s a reason why Williams concentrated exclusively on Black celebrities, when he talked about them being “installed.” Because they are disproportionately represented in the worlds of entertainment and sports, they are certainly disproportionately “installed” as well.
