With the draft prepared for review, the implications of the newly expanded definitions are extensive. Even vague offenses, vaguely categorized as “insults,” could potentially result in severe punitive measures. All poultry and captive bird keepers will be required to register their birds from Oct 1, the UK Government has said.

Owners who fail to register their birds face a maximum fine of £5,000 or six months in prison, although penalties depend on an assessment of harm caused.

Under previous rules, only flocks of 50 or more birds would have to be registered with the Department for Environment, Food and Rural Affairs.

Keepers will have to provide contact details, how many birds from which species are kept, as well as where and for what purpose.

The USDA requires poultry farmers to use real time-quantitative PCR (RT-qPCR) technology to determine whether a sick animal harbors avian influenza. If an animal tests positive, the producer must quarantine their flocks out of an abundance of caution and work with the state to come up with a “depopulation plan.” The depopulation plan typically involves killing millions of animals that aren't even infected, to allegedly protect the herd from a pandemic strain.

The increases in PCR sensitivity, combined with the USDA’s rules for decimating flocks that are nearby a few sick hens, creates a perfect storm for the unnecessary mass depopulation of animals. This is an issue that threatens millions of animals on a yearly basis, driving up the price of meat and eggs, and threatening the U.S. food supply.
