This reminds me of a time when I was in Afghanistan as a military advisor. We had to do an annual write up of how the Afghan National Army (ANA) was doing. So, I submitted my report (I'm a USMC Major) to our cohort working alongside us, (an Army Major). This guy said that there was no way he could forward that along since I said that what we were doing is a waste of time, effort, and money and that the Afghan National Army only fills it's rolls for a paycheck and most do not have an allegiance to the government and that they will fold like a lawn chair when the Taliban comes back. This guy couldn't believe I was submitting an honest report. I told him I wasn't changing it and that he could omit it or do whatever he wants with it (but if he airbrushed it, he better remove my name). That is exactly why the Generals in Afghanistan were always getting and forwarding along, rosy reports about the ANA. "The ANA will be ready in just 2 more years"...for the last 15 years. The services as a whole (and the Army is the worst) do not like to hear "bad" but honest truths. It is beaureacracy at it's worst.
