⬛️ Theory: PLA will fight aggressively in the Pacific like the US did in the first Pacific War. It will aim to bring the fight out to the seas, where detection advantage will allow it to gain informational dominance and prosecute a winning war.
🔶️ The PLA, while strategically defensive1 , is operationally and tactically offensive. Moreover, the PLA has already identified that the IJN's greatest weakness was in its operationally defensive posture. A posture that it was forced to adopt because of its lack of industrial capacity to replace lossses.
🔶️ In contrast, the PLA identified the US' impressive logistical capabilities, industrial depth, and almost recklessness in throwing assets to gain information dominance as factors that determined victory on the high seas. With the way that China has built a massive industry, large in-country logistics network, and an operationally offensive doctrine, concluding that the PLA intends to fight an operationally defensive war feels like the wrong conclusion. We can even just throw out two simple comparisons.
🔶️ Taken altogether, the PLA views the USN as the IJN analogue in a potential Pacific War conflict, and it is building up its forces to replicate all the things that the US did to achieve victory. Yet the CSBA paper makes the odd conclusion that the PLA intends to prosecute a defensive war where the USN is allowed to slowly pick through its A2AD bubble rather than reach out to punch the USN on the open seas. You'll find this attitude very prevalent in think-tank land that is divorced from reality vs. the DoD and the service branches.
🔶️ And therein lies the biggest problem: think tank land doesn't treat the PLA like the proactive, operationally-aggressive force backed up by deep industrial capacity that it is. The DoD does, but Congress listens to think tank land first.
