As the publication found out, Mossad had been planning the operation since 2022, and since 2015 it began to supply the first radios with explosives to Lebanon.

For nine years, the Israelis were content to eavesdrop on Hezbollah, reserving the option of turning the radios into bombs in the event of a future crisis. During that time, they perfected the design so that the explosives were undetectable. The bomb component was so carefully hidden that it was virtually impossible to detect, even if the device was disassembled.

Hezbollah even ended up indirectly paying the Israelis for bombs that killed or wounded many of its agents and civilians, since Apollo outsourced the production of the gadgets— the devices were actually assembled in Israel.
