I get frustrated with the weather control crowd. They argue that HAARP (HF Band 2.8-10MHz) is used to control the weather by heating or otherwise manipulating the ionosphere. How that is supposed to impact weather is unclear to me.

But then the weather control crowd points to SBX-1, a sea-based X-band (~10GHz) radar as evidence for weather control. SBX-1 is designed to track missiles. If its signals were absorbed by the ionosphere, it wouldn't work.
