I can't tell ya about Chinese spy balloons. But I can tell ya about American spy balloons. We used to send them up all the time, to fly over China and the USSR. Also, fly spy planes such as the U-2 over both countries with impunity, too high (or so we thought) to be shot down.

Those were the days when cameras were film cameras, and we couldn't recover all the balloons, so we'd send them up 500+ at a time hoping to recover some percentage. A lot of them crashed, and the Russians would scavenge them for the film. It was super high-quality film, beyond their ability to manufacture. The Russians used that film in their space program. As it turns out, the first photos of the Dark Side of the Moon were taken by the Russians on scavenged American booty from our spy balloons!

All of that has been forgotten. As always, it's no big deal when we do it to others, we can't even remember it. But, what a dastardly crime when someone else does it to us!
