The reason is simple: HZ, a macro-defined constant, is ubiquitous in the Linux source code, and all GKI modules and vendor modules on your device are compiled with HZ set to 250. But clearly, we are not focusing on any kernel modules right now and are still using pre-compiled ones. So maintaining consistency is essential.
