This token just launched about an hour ago, the only buys and sells are from the deployer. It looks like he's testing utility. When you look closer, this is the project's Github page. (https://github.com/TheCircularFoundation/trust-circle)

The top contributor to the project is @koeppelmann, aka koeppelmann.eth, he's the founder of Gnosis chain/safe/pay/guild/DAO.

The deployer is also named koeppelmann.sol, and the project looks like its something for his upcoming project @aboutCircles, some sort of prediction market for vouches for people that use the service.

I dont know what he's doing with the buys and sells but it looks bullish as fuck to me.
