The Minister of High-Tech Industry of Armenia, Mkhitar Ayrapetyan, reported that ahead of the Armenia–U.S. Summit on Technology and Innovation, he held a breakfast meeting with U.S. Deputy Secretary of State for Economic Affairs Jacob Hellberg.

According to Ayrapetyan, the meeting focused primarily on the key steps outlined in the Memorandum of Understanding between the governments of the United States and the Republic of Armenia on bilateral partnership in artificial intelligence and semiconductors, signed on August 8, 2025, in Washington, which aims to further deepen cooperation in technology and innovation.

Within the framework of the “Bridge of Peace” initiative, a bilateral roundtable will take place in Armenia on February 13–14, bringing together representatives of civil society from Armenia and Azerbaijan. In addition to the core participants of the “Bridge of Peace” initiative, broader groups from both sides will also take part in the discussion.

According to Armenpress, the Azerbaijani delegation arrived in Armenia through a delimited and demarcated section of the land border, completing all necessary procedures. This is considered an important practical step toward strengthening trust between the two countries.

There is an agreement that the European Union civilian monitoring mission in Armenia (EUMA) will continue its work, continue border patrols, and report on developments until not only the signing but also the ratification of the peace agreement between Armenia and Azerbaijan. There have been no other discussions yet. Markus Ritter, the head of EUMA, who is completing his mission in Armenia, told this to a press conference Friday.

Ritter was asked whether the continuation of this monitoring mission in Armenia had been discussed with the Armenian government, or whether the mission would be implemented in a modified format.

He added that the matter of the future of EUMA had not been discussed with the Armenian government, including the question of whether the monitors would remain in Armenia after the ratification of the peace agreement.
In response to the question of whether EUMA will be included in the Trump Route for International Peace and Prosperity (TRIPP) project after the ratification of the peace agreement, Ritter noted that he cannot speak about possible options and this has not been discussed with him. After the summer, the European Union will discuss future plans with the Armenian government, but this matter had not been discussed yet.

Ritter said that when he had arrived in Armenia, there was serious tension along the Armenian-Azerbaijani border, and there were skirmishes and even casualties among soldiers.

It was quite a difficult time. At that time, the population living near the border was afraid of a new and open conflict in the near future. But this did not happen, Ritter added and noted that he can say that EUMA was effective. Now the situation is calm, and this gives both sides time and opportunity to talk to each other and try to resolve the remaining issues, he said.


EUMA initially consisted of 40 people, but now it consists of 210. They were received quite well and have established good cooperation with the local authorities, Ritter added and expressed a view that EUMA was successful, and this is a success story not only for him personally, but also for Armenia.

🇦🇲🇺🇸 On February 13, Armenia’s Minister of Defense, Suren Papikyan, received David Allen, the Chargé d’Affaires of the United States in Armenia.

Minister Papikyan congratulated David Allen on assuming his duties and wished him success in his mission.

During the meeting the parties discussed issues related to the Armenian–U.S. defense cooperation.

Suren Papikyan emphasized the importance of Armenian–American cooperation at this stage, as Armenia is currently undergoing an active phase of defense reforms. Matters concerning bilateral military-technical cooperation were also addressed.

Special attention was given to cooperation in the fields of military education, personnel training, exercises, exchange of experience, and professional advisory support.

David Allen reaffirmed the United States’ readiness to further develop defense cooperation with Armenia and to support the ongoing defense reform process.

Issues of regional and international security were also discussed.

Military uniforms and the law: how this is regulated in different countries

🇬🇧 United Kingdom


The primary statute is the Uniforms Act of 1894.

What the law prohibits

Under the Act:
• It is an offence for a person not serving in His Majesty’s Armed Forces to wear military uniform without authority.
• It is also unlawful to wear any uniform so closely resembling military dress as to be calculated to deceive.
• This includes insignia, medals, rank markings, or decorations that create the impression of official status.

Exceptions

The Act allows wearing uniforms:
• For theatrical performances
• During film or television production
• For legitimate historical reenactment
• With proper authorization

Penalties

Violations may result in:
• A fine
• Short-term imprisonment (historically up to one month)
• Confiscation of the uniform

🇺🇸 United States

The key federal statute is the Stolen Valor Act of 2013

What it regulates
• It criminalizes false claims about receiving military decorations or medals if done to obtain money, property, or other tangible benefit.
• Federal law (18 U.S.C. § 702 and related provisions) also restricts unauthorized wearing of U.S. military uniforms when done with intent to deceive.

The U.S. approach focuses less on mere wearing and more on fraudulent intent or material gain.

🇩🇪 Germany

Regulated under §132a of the Strafgesetzbuch (German Criminal Code)

Prohibition

It is illegal to:
• Wear domestic or foreign military uniforms, official uniforms, or insignia
• In a way that creates the appearance of holding official authority

🇦🇲 Armenia

For decades, a troubling trend has been observed in Armenia — the effective devaluation and lack of respect for the military uniform. Today, it can be seen worn by people in many different professions, from plumbers to municipal workers. This practice gradually erodes the symbolic meaning of the uniform as a sign of honor, service, and state responsibility.

A military uniform is not just clothing. It is a symbol of the army, statehood, and the sacrifice made by service members. When it is used without proper status or authorization, its meaning is diminished and public respect for the military institution weakens.

Against this backdrop, there is a clear need to adopt and strictly enforce legislation prohibiting the free wearing of the Armed Forces uniform of Armenia without proper authorization. Such a step would be an important measure to protect the dignity of the army and strengthen respect for military service in society.

Chancellor of Germany, Friedrich Merz, stated that in the foreseeable future China could catch up with the United States militarily, emphasizing that America’s global leadership is already being questioned.

“We have nothing against Russia; however, it would be good if the management of the South Caucasus Railway were acquired by a country friendly to both Armenia and Russia,” Prime Minister Nikol Pashinyan said today, February 13, in a conversation with journalists.

“Russia has stated that it will not create obstacles to our regional projects, and I discussed this with the President of the Russian Federation — he supports all these projects. The problem is that in a number of countries, the view is becoming increasingly dominant that after Nakhijevan the route should not continue through Armenia, since the railway is under Russian management. Supporters of this position say Armenia should be bypassed, and in fact we are now losing ground. We have nothing against Russia, but it would be good if the management of the South Caucasus Railway were acquired by a country friendly to both us and Russia — this is an option that should be discussed,” he said.

The past week was marked by several important developments in our country’s defense sector. The acquisition of the latest American V-BAT reconnaissance drones for the army was announced. Experts described the deal as historic and emphasized that it reflects the continued development of military cooperation between Armenia and the United States.

At the same time, Yerevan is deepening defense cooperation with India. For the first time, weapons acquired from India were presented to the public. Indian experts are already discussing the possibility of joint military production between Yerevan and New Delhi.

Additionally, defensive fortifications and reinforced positions of the Armed Forces were shown publicly for the first time. These structures are intended to ensure the country’s territorial integrity and the inviolability of state borders.

The Turkish reconnaissance-strike UAV Bayraktar TB2 is conducting surveillance, presumably in the direction of the Bagramyan military training site in Armenia.

It should be noted that Turkish UAVs and reconnaissance aircraft carry out flights along the Armenian border around the clock, transmitting intelligence information to the Azerbaijani side.
