You will need to be in the top 100 Pengu Sticker Holders by value from Sticker Store,

At the moment:

top 100 — $2574
top 75 — $2975
top 50 — $3753
top 25 — $4783
top 10 — $8718

This means that if someone wants to get a WL from the upcoming @goodies launch, they need to buy a minimum. $2574 worth of pengu stickers and hold it.
