➡️ This service is relevant for foreign citizens who want to buy a land plot:

• for the construction of a residential house or a summer house (dacha), as well as for building a house for rental purposes (including in border territories);

• for engaging in agriculture, placing an industrial facility, etc.

A foreign citizen can buy a land plot for the construction of a residential house with any status: a valid visa, a TRP, or permanent RP.

➡️ Stages of service implementation:

😀 Stage 1: Land plot selection

1. Selection of suitable plots

– Discussion with the Client of requirements for the land plot (location, area, land designation, availability of water supply, gas, sewage, etc.)

– Discussion with the Client about what will be built on the land plot (a house/dacha for personal use; a house for rent; whether the possibility of raising animals is needed; whether registration at the place of residence in the house will be required)

– Selection of several suitable options and approval with the Client

2. Preliminary check

– Communication with Sellers – obtaining information about the object, the degree of readiness to proceed with the transaction, and obtaining the cadastral number

– Checking the plot via the public cadastral map (see the “Important to Know” section below)

– Providing the Client with a list of current plots for viewing (in one location)

How some sellers twist the true information about the plot:
– stating hectares instead of hundred square meters (a difference of 100 times) for the area,
– indicating a different location on the map – e.g., showing it in the center of a settlement when it is not (it is necessary to request the cadastral number and check it on the cadastral map),
– stating a different designated purpose (e.g., indicating individual residential construction instead of agricultural land, etc.),
– other misrepresentations.


All this needs to be checked during the plot selection stage.

3. Personal inspection of the plot

The inspection can be done with the Client or without the Client's participation (if they are abroad or unable to attend).

If without the Client's participation: in this case, a video call can be organized, or photos and videos can be provided via Google Drive.

The trips to the site typically include:

– Communication with the Seller (owner or agent) and preliminary review of documents;

– Inspection of the land plot and its adjacent territories (presence of slope, trees and bushes, assessment of existing structures and the possibility of their use, possibility of access for construction machinery, and much more);

– Communication with neighbors regarding pros and cons (cons may include: presence of noisy neighbors, bad odors, construction restrictions, flooding risks, groundwater level, and much more).

All of the above is highly important for assessing subsequent construction: cost of site clearance, cost of the foundation, etc.

❗️Important to know:

1. Rosreestr is the state body responsible for registering rights to real estate and transactions with it, as well as maintaining cadastral records.

2. Cadastral map – a free web service designed to obtain information about all registered real estate objects (their cadastral boundaries) in the Russian Federation. Maintained by Rosreestr.

We obtain the cadastral number from the seller and verify all key parameters of the land plot: area, address, permitted use, cadastral value, etc.

3. Building density is the ratio of the total area of all building floors to the area of the plot on which it is located.
Building density norms depend on the region, territorial zone, and land designation. According to regulations in Moscow Region, the building coefficient should not exceed 40% (but there are exceptions).

4. Land tax rate for land plot owners (regardless of whether foreigner or Russian citizen) – 0.3% of cadastral value. For legal entities, if land is purchased for housing construction, the rate is the same.

5. Types of permitted land use within settlements.
There are several types of permitted land use within settlements: for individual housing construction, for personal subsidiary farming, vegetable gardening, horticulture, dacha construction, etc.
The type of permitted land use affects the possibility of building a house, keeping animals, etc.

6. Purchase of land in border territories for house construction.
According to Presidential Decree No. 26 of January 9, 2011 "On approval of the list of border territories where foreign citizens, stateless persons and foreign legal entities cannot own land plots," foreign citizens cannot purchase land in border territories.

7. Purchase of agricultural land.
Purchase of agricultural land by foreigners is prohibited Article 3 of Federal Law No. 101-FZ of July 24, 2002 "On turnover of agricultural lands".

Purchase of agricultural land is possible by legal entities with foreign participation share not exceeding 49%. Purchase of agricultural land requires preliminary notification of the administration. Lease of agricultural land by foreigners is possible.

DIFFICULTIES FOREIGNERS FACE WHEN PREPARING AND SUBMITTING A TRP APPLICATION UNDER DECREE № 702

Lately, we have frequently encountered problems faced by foreigners when submitting documents for a Temporary Residence Permit (TRP) based on traditional values.

This primarily concerns those who try to do everything themselves, but also includes those who have worked with lawyers.

People come to us with expired documents, refusals from the migration authority, and other issues. They vividly describe their experiences at migration centers, medical institutions, banks, etc.


We truly feel sorry for everyone who has encountered all of this. But these are the realities, and we know from experience that in Russia, things are not all that bad yet.

As a result, we have created this post to tell you about the main difficulties a foreigner may face during the residency process in Russia.

😀 Complying with visa deadlines

To enter Russia and apply under Decree №702, you will need a valid visa. Although this is most often the special "702 visa," in some regions, documents may practically be accepted with other types of visas (tourist, private, etc.).

The main problem is the tight validity period of the visa.

🔸 Applying for a TRP requires time for:
✓gathering the necessary documents;
✓undergoing a medical commission;
✓obtaining a police clearance certificate;
✓booking a preliminary appointment at the migration center.

For example, in Moscow, available slots for document submission may only appear 3–5 weeks later. And if the documents are not accepted on the first attempt, a new appointment will be required – taking up additional time.

🔸A short visa validity period entails the following risks:

the visa expires → your stay becomes illegal → your TRP application documents will not be accepted;

you will have to leave and obtain a new visa → while you are abroad, documents with limited validity (e.g., the police clearance certificate) may also expire.

It is also important to note that the Traditional Values Visa itself may not be issued if there are errors or inaccuracies in the application form.

😀 Notarized translation of documents into Russian

All documents in a foreign language submitted for processing a TRP must be translated into Russian and notarized.

The problem lies in the fact that many translation bureaus in Russia are unfamiliar with the specific requirements of migration authorities. Errors often arise at this stage and create serious obstacles.

Omitting even one symbol or page, as well as an inaccuracy in the translation of a single word, renders the translation legally invalid. In such a situation, the migration authority will refuse to accept the entire document package, and you will need to book an appointment again for a new submission.

🔸A translation (document) with even one error is considered legally invalid, and the migration authority will refuse to accept the documents. You will have to:
1. redo the translation,
2. book a new submission appointment again (which may only be available in several weeks),
3. ensure that other documents do not expire during this time.

😀 Filling out the TRP application

The TRP application must be completed strictly in accordance with the requirements of the Ministry of Internal Affairs (MVD).

🔸Grounds for refusal:
• spelling and punctuation errors;
• incorrect wording;
• formatting violations;
• incomplete sections;
• missing data about relatives;
• errors in indicating dual citizenship, previous names, or surname changes.

Typically, only 5–10% of applicants who complete the application independently manage to submit their documents successfully on the first attempt.

❗️If an application submitted to the migration authority contains false or incomplete information, it can lead to an official refusal to issue the TRP, after which reapplication is possible only after 1 year.

Before paying the state duty, a foreign citizen must ensure that the payment details are valid and official.

A typical mistake is paying using details found online or received "from acquaintances." Such data may be outdated or contain errors.

Many fail to consider that the validity period of this document in Russia is only 90 days from the date of issuance.

An RVPO is valid for the entire duration of studies + 180 days after graduation.

If a foreign student obtained RVPO during their studies, then according to the law, upon graduation, they have the right to obtain a permanent RP for themselves and their minor children within 3 years from the date of graduation.

• You now have the right to obtain a permanent RP for yourself and your minor children.

😀 Private visa

This type of visa is intended for visiting Russia to meet friends, partners, or family members.

A private visa can be standard or based on kinship (family).

Such a visa can only be obtained based on an invitation from a Russian citizen or a foreigner with a Permanent Residence Permit (VNZh) status in Russia.

Standard private visa:
• Issued for up to 90 days.
• For the invitation, it is not required to prove kinship or other connections between the inviter and the invitee.
• This visa can be single-entry or double-entry.
• The inviting party needs to submit the invitation to the Ministry of Internal Affairs of Russia and attach documents confirming the ability to support the invited foreigner during their stay in Russia.
• Suitable for applying for an RVP or VNZh.

Private family visa:
• Issued for up to 12 months.
• Can be single-entry, double-entry, or multiple-entry.

• It is possible to extend a family visa for a maximum of 1 year without leaving Russia.

This type of visa is one form of work visa.

Such a visa is processed based on an invitation from a Russian employer for the HQS themselves and accompanying family members.

• The difference between HQS status and a regular foreign worker lies in having a specific profession, salary level, appropriate qualifications, and skills.
• The HQS visa is issued for 3 years with the possibility of extension based on a renewed employment contract.
• It is possible to obtain an HQS visa without having a Russian employer by opening a company in Russia.
• Holders of HQS visas and their family members have the right to obtain a Permanent Residence Permit (VNZh) in Russia.
