If the Dev doesn't use 0 randomness, then each wallet will swap less than the maximum transaction amount.

As a result, the token prices won't rise to their full potential. In the end, the Dev will notice that the leftover ETH in the last wallets will be exponentially higher compared to the earlier ones.
