📢 FIXED: unbonding bug & low fees error 📢

⚡️ Unbonding your staked funds
Recently, Polkadot updated their staking pallet, making fundamental changes to how bonded tokens are managed. As part of this upgrade, a "lazy migration" feature was introduced. This means anyone can now call the “migrate_currency” extrinsic on behalf of others to help with this transition.

⚡️ Low funds issue
Regarding transaction difficulties caused by low fees: this was due to outdated fee calculations that relied on deprecated modules. Our upgrade removed these deprecated dependencies and replaced them with the latest versions, ensuring fee calculations are now accurate and aligned with current protocol standards.

🗳 Referendum #41 — Temporarily chill underperforming validators
TL;DR: This proposal temporarily chills a set of consistently underperforming/unstable validators on Cere mainnet so the network can finalize blocks reliably, protect nominators from unnecessary slashing, and unblock the pending runtime upgrade. Please review and vote below.

Nominators: Unstake / re-delegate away from the underperforming validators now to preserve rewards.
Validators: Please resolve uptime, networking, and monitoring gaps (alerts, auto-restarts, backups). After remediation, you can rejoin the active set.

Why this matters
- Offline validators miss blocks, which causes instability, blocks upgrades & increases slashing risk for nominators.
- Chilling removes them from the active set until they fix their setups.
- A smaller, stable active set = safer yield for nominators & a more stable network

What to do
- Check if you’re nominating any validators flagged for chilling.
- Unbond or re-delegate to consistently online, well-monitored validators.
- Vote to support the chill so risk drops immediately.

🗳️ Referendum 43: Fix for Withdrawals From Nomination Pools
TL;DR: Some delegators couldn’t withdraw their unbonded funds due to a delegatedStaking.notEnoughFunds error. This referendum ships a runtime fix that correctly links Staking and DelegatedStaking, so unbonded tokens properly propagate and become withdrawable.

What’s changing
- Ensures proper linkage between the staking and DelegatedStaking modules.
- Once your unbonding era has passed, you’ll be able to successfully call:
nominationPools.withdrawUnbonded

Why it matters
- Delegators: Withdraw unbonded funds without the notEnoughFunds error ✅
- Validators & Node Operators: Fewer support tickets and troubleshooting ✅
- Governance/Developers: Better state consistency between pallets; fewer migration risks ✅
- Ecosystem Stability: No unexpected token lockups; higher confidence in staking/unstaking ✅

We’ve just proposed an upgrade to run the Cere chain on Polkadot-stable2506 (from 2503). This keeps Cere aligned with the latest audited Polkadot/Substrate runtime and unblocks future upgrades (2509, 2512, etc.).
