Old world buildings such as a school, post office, town hall, church or railway station already existed in even the smallest of these towns, for the dates mentioned. In other words, each town wasn't just named, claimed and earmarked to build on later. Thousands of km of roads were built between the towns. Bridges, Train lines, tunnels and stations were apparently not too much trouble. Between 1864 (pop 428K) and 1887 - (23 years), 107 towns (not adjacent to each other) were built and founded, using hand tools and horse and cart, with many of the extraordinary, majestic buildings, built with superior skill and seemingly no expense spared, still standing today. It's no surprise to learn there were 8 mental asylums in Sydney in the 1800s. I'm guessing the people were well aware they'd swiftly find themselves in one of these facilities if they were reported to be asking some 'strange questions'.
