সব সময় ভগ্নাংশ থাকলেই যে সেটা Singular হবে এমন না, Plural ও হতে পারে ।Ex:1.Two thirds of the students are present in today's class.The noun, " students" is plural here that is why it will take a plural verb.

It is not necessary carrying the singular verb always being a fraction.Another example:Twinty nine percent people were found in yesterday's conference.

📝Fraction পর যদি Plural countable noun আসে তাহলে verb plural হবে, যদি Uncountable noun হয় তাহলে verb singular হবে। যার উদাহরণই প্রশ্নে দেয়া আছে।"The work" is Uncountable noun here so,it will take a singular verb.
