@JaxTheo1016 @growthfactororg: "possible Foreign Military Sale" is standard language for all DSCA releases when State PM has approved a proposed FMS and submitted the formal notification to Congress. It's a possible sale because Congress has the opportunity to block it, and even if they don't, the purchaser has the option of not continuing with the sale. The sale isn't 100% final until the defense articles or services have actually been transferred/performed.
