Principally the nearest guy taped blue in that film seems to be the same or similar to the hatless guy on the left of this film.

"Ukraine’s SBU Security Service has detained two heads of district Territorial Recruitment Centers (TCC) in Kyiv Oblast, along with an accomplice, who were helping connoscripts avoid the draft. During searches, authorities found $1.2 million in cash, the SBU reported on Aug. 16.

According to the investigation, the suspects assisted men in evading mobilization by providing forged documents claiming they were unfit for service due to health reasons. The “service package” cost $37,000."
