He not only thought Russia wanted peace. He believed Russia would agree to a 30-day ceasefire after the phone call and “end the war” but got a 30-day ceasefire on infrastructure that lasted 2 hours before Russia broke it and now is bombing all of Ukraine

If so can you conclude that they are definitely military/security vehicles or are there also civilian versions?
Trying to decide whether to record them or not beyond one with mil plates.
