Seems like Commander in Chief of the Russian Navy, Admiral Aleksandr Moiseyev, has been promoted to Admiral of the Fleet.
No one has held that rank since CiNC Navy Vladimir Masorin retired in 2007.
Both the Murmansk and Sevastopol Governors have congratulated on social media.

@pegge49: Moiseyev was Commander Northern Fleet until March 2024 so he is more the clean up guy than responsible for the Black Sea Fleet's issues in that regard.
From what I've read, he isn't a man that should be underestimated but shaking up the system isn't an easy task.

▪️ A HUR MO source told Ukrinform that Russia has established UAV production and drone operator training centers in Transnistria.
