⚫️ Institutionalizes a permanent warfighting mission below open war
👉 This is the doctrinal backbone of the new “War on Cartels.”
NSPM 6 & 7 → framework for countering terrorism & domestic insurgency.
DoDI 3000.07 → irregular warfare doctrine, deniable ops.
AUMF precedent → applies to “associated forces” (cartels linked to Hezbollah, Maduro, etc).
The shift: Cartels are now being treated as transnational insurgents, not just criminals.
Rightfully so, they are within our country.
This unlocks:
⚫️ JSOC & Special Ops strikes
⚫️ Financial warfare via Treasury
⚫️ Covert/irregular campaigns under Pentagon authority
