♦️Ukraine-Russia Negotiations Framework
🔹️I. Key Principles of the Agreement and the Negotiation Process
• Full and unconditional ceasefire in the sky, on land and at sea as a necessary background and prerequisite for peace negotiations.
• Confidence-building measures – addressing humanitarian issues: unconditionally return all deported and illegally displaced Ukrainian children. Exchange of all prisoners (the “all for all” principle). Release by Russia of all civilian hostages.
• Non-repetition of aggression: The aim of the negotiations is to restore a permanent basis for lasting peace and security and to ensure that aggression does not occur again.
• Security guarantees and engagement of the international community: Ukraine must receive robust security guarantees. The parties will invite the international community to participate in the negotiations and provide guarantees to ensure the implementation of the agreements.
• Sovereignty: Ukraine is not forced to be neutral. It can choose to be part of the Euro-Atlantic community and move towards EU membership. Ukraine’s membership in NATO depends on consensus within the Alliance. No restrictions may be imposed on the number, deployment, or other parameters of the Armed Forces of Ukraine, as well as on the deployment of troops of friendly foreign states on the territory of Ukraine.
• Territorial issues: Territorial gains made by Russia since February 2014 are not recognized by the international community. The contact line is the starting point for negotiations. Territory issues are discussed only after a full and unconditional ceasefire.
• Sanctions: Some sanctions may be lifted from Russia, but in stages and only gradually, with a mechanism for resuming sanctions if necessary (snapback). Frozen Russian sovereign assets are used for reconstruction or remain frozen until reparations are paid.
• Implementation: Agree on a clear, balanced and achievable roadmap for implementation and enforcement of the agreements.
🔹️II. Next step – agreeing ceasefire and agenda of the leaders’ meeting
• After the meeting in Istanbul, the parties continue the talks which shall focus on: (1) full and unconditional ceasefire: its modalities and monitoring; (2) confidence building measures; (3) preparation, agreeing agenda and structure of future leaders’ negotiations on key topics.
• Negotiations to be held with the U.S. and Europe participating.
🔹️III. Ceasefire
• Full and unconditional ceasefire in the sky, on land and at sea at least for 30 days (with the possibility of rolling extensions every 30 days) as a necessary background and prerequisite for peace negotiations.
• Ceasefire monitoring, led by the US and supported by third countries.
🔹️IV. Confidence-building measures
• After successful exchange of PoWs after Istanbul talks, the parties continue the exchange process for all prisoners of war (“all for all” principle).
• Agreement on unconditional return by the Russian Federation of all deported and displaced Ukrainian children, and release by Russia of all civilian prisoners. These measures should include all categories of persons listed, starting from February 2014.

• The leaders of Ukraine and Russia meet to agree on key aspects of final peace settlement.
• Key topics of peace agreement to be agreed by the leaders:
1) Permanent and complete cessation of hostilities: conditions, monitoring, sanctions for violations

3) Territorial issues
4) Economy, compensation, reconstruction
5) Penalties for breach of agreements
6) Conclusion of a final peace agreement

Update on Istanbul peace talks:
Ukrainian so-called peace delegation arrives in Istanbul in military gear. The Western press is very positive about Operation Spiderweb. EU officials are apparently also in Istanbul. Lindsay Graham, the US Senator advocating for War, was determined to say during his visit to Kiev two days ago that Ukraine will win the war. Normally peace or negotiations do not take place openly but behind close doors, and Russia abides by these diplomatic rules. But Ukraine does not do that and published its demands (memorandum) via Reuters. They (Ukraine) now apparently have confidence that Russia will meet all their demands, which is very unrealistic. And Britain says today (in the media) that it is ready for war with Russia. Personally, I think that Zelensky, who has been whispered to by his NATO henchmen, believes that after what he calls Operation Spiderweb, he says it took 18 months to prepare, he can win the war because Russia is weakened. Although airfields have been hit in Russia, Russia is not weakened. We are now facing a very dangerous period. The EU is already at war with Russia because Ukraine can't produce its own drones. This is mainly done in the Netherlands and in underground factories in Ukraine. Also, according to many reports the German Taurus long-range-missiles are already in Ukraine. Ukraine is escalating things and since a long time choose the path of terrorism (by killing civilians and assassinate journalists and military personnel off duty), like we see in the Middle East, with Al-Qaeda and Daesh. Also, like in the Middle East they use IED (road side bombs bridge in Bryansk and Kursk) to derail passenger trains. It's escalating under our eyes, their peace talk (of Ukraine and EU) are something like the sandman throwing sand in people's eyes. De dag voor de zogenaamde vredesbesprekingen heeft Oekraïne, samen met zijn westerse handlangers (die de besprekingen coördineren), een passagierstrein aangevallen, waarbij 7 doden en meer dan 60 gewonden vielen. Ook werden bruggen in Koersk opgeblazen en werden de aanvallen op Russische militaire vliegvelden opgeëist door Oekraïne en de NATO.
Ook direct na de zogenaamde vredesbesprekingen, die ik persoonlijk meer als een oorlogsverklaring aan de kant van het Westen en Oekraïne beschouw, vonden er aanvallen plaats op energiecentrales in wat Oekraïne ‘bezet’ gebied noemt. Dus in feite valt Oekraïne opnieuw zijn eigen burgers aan, als je het van hun kant bekijkt. Hoe gek zijn ze geworden en vooral hoe crimineel.
Maar dat is niet alles, het is allemaal gepland, weet je, niets is toeval. Twee dagen voor de vredesbesprekingen en de oorlogsverklaring arriveerde de meest ‘oorlogszuchtige’ man van Amerika, naar mijn mening en doet niet onder dan ‘koekjesmonster’ Victoria Nuland, in Kiev. Daar verklaarde hij voor rollende camera’s dat Oekraïne de oorlog zou winnen. Hij zei letterlijk: “Oekraïne verliest deze oorlog niet. Dat is Russische propaganda. Kijk maar naar de kaart van een jaar geleden en kijk er nu naar, het is vrijwel hetzelfde.”
Dan hebben we nog de leugens van onze Nederlander Mark Rutte, nu secretaris-generaal van de NAVO. Hij liegt structureel een week of twee geleden verklaarde hij nog dat Oekraïne niet bij de NAVO zou komen, maar feitelijk al snel, na de aanvallen op Rusland, op de dag van de formele vredesbesprekingen verandere hij zijn rethoriek, in Vilnius (Litouwen een ultra-fascitisch land) op een bijenkomst zei hij dat Oekraïne wel lid zal worden van de NAVO. Maar ja, het is Mark en we weten hoe hij functioneert. Als er een prijs is voor leugens, dan krijgt hij de eerste prijs. Dertien jaar lang een afbraak politiek in Nederland en nu is hij uit op oorlog.

After the terrorist attack on the passenger train in Bryansk and the blowing up of bridges in Kursk, then the destruction of several fighter jets at various military airfields across most of Russia. The Western media now says that they are certain that there will be a major attack deep inside Ukraine in retaliation of the attacks.
Such as an article in the Tabloid the “Daily Mail”, UK equivalent for the German tabloid magazine “Bild”.
They continue to say in the article: ” Explosive: This counterattack could happen during Merz’s visit to the US! It could thus influence the Chancellor’s talks with the US President.”
On the same day as Friedrich Merz’s visit, a NATO summit is taking place in Brussels, where NATO Secretary General Mark Rutte, the former Prime Minister of the Netherlands, will attend, as the Dutch media write with the following headline:; “Rutte expects to announce ‘historic’ agreements”.
German Defense Minister Boris Pistorius is of course also present, while his “Führer” is in the US, he announced that Berlin needs at least fifty to sixty thousand additional active troops to meet the new NATO goals. He also emphasizes that Russia is the biggest threat to the alliance.
Apparently, the newspaper The Moscow Times (banned in Russia), now based in Amsterdam, has received explosive information from a high-ranking NATO official. That is what they claim in their latest article. The owner, Derk Sauer (Dutch), was expelled from Russia after making false accusations against Russia and being branded a foreign agent (which most likely he is and working for the Dutch intelligence service).

On the same day as Friedrich Merz’s visit, a NATO summit is taking place in Brussels, where NATO Secretary General Mark Rutte, the former Prime Minister of the Netherlands, will attend, as the Dutch media write with the following headline:; “Rutte expects to announce ‘historic’ agreements”.
German Defense Minister Boris Pistorius is of course also present, while his “Führer” is in the US, he announced that Berlin needs at least fifty to sixty thousand additional active troops to meet the new NATO goals. He also emphasizes that Russia is the biggest threat to the alliance.
Apparently, the newspaper The Moscow Times (banned in Russia), now based in Amsterdam, has received explosive information from a high-ranking NATO official. That is what they claim in their latest article. The owner, Derk Sauer (Dutch), was expelled from Russia after making false accusations against Russia and being branded a foreign agent (which most likely he is and working for the Dutch intelligence service).
