Whatever they were doing before signage was posted was technically legal in most jurisdictions. Now that signage is posted it could be considered trespassing.
No signage no lock and no one telling you to leave? You're doing nothing wrong. Once one of those three factors is at play then it's proceed at your own risk. Of course in certain jurisdictions like high crime cities the police probably will not respond anyway.
The next level hustle of course for the entrepreneurial dumpster diver is to start a garbage transfer station. Or even buy a private garbage collection company.

Hell, I'm diving right now cause it's...Dumpster Exploration Night.
ALRIGHT RACCOONS! It's been a great night for diving. Found a bunch of copper and wire. Thick copper to strip, too. Alot of random brass as well. Some stainless steel and some steel, too. Also found some fire hoses to resell to enthusiasts and a 4 foot black locker for tools. There are a lot of resell items. Also found a 4 foot by 4 foot stainless steel shelf to put together. Random chains and some fence posting for other projects. A good measured haul. Keep scavenging raccoons!.
