Yes, Canadian emergency responders were the first outside teams to arrive in St. Bernard Parish, a suburb of New Orleans, after Hurricane Katrina:

Vancouver Urban Search and Rescue
Arrived in Lafayette, Louisiana on August 31, 2005, and began operations on September 3. They saved over 110 people before returning to Vancouver on September 6.

Canadian military Sent three warships, a Coast Guard vessel, and three Sea King helicopters to the area on September 2.
Canadian medical supplies Sent thousands of beds, blankets, surgical gloves, dressings, and other medical supplies on September 4.
Canada also contributed financial donations, with the province of Alberta alone contributing CA$5 million.
